SERVICE AND QUALITY OF SERVICE DURING PASSENGER ROAD TRANSPORTATION – REALITIES, NEEDS, PROSPECTS

Abstract. The article considers the ways of introducing state supervision over the quality of public passenger transport services, in accordance with the provisions of the “National Transport Strategy of Ukraine for the period until 2030”, approved by the Resolution of the Cabinet of Ministers of Ukraine dated December 27, 2024 No. 1550 [1], in order to approximate the requirements of the transport legislation of Ukraine to the requirements of the EU.
In accordance with the provisions of the Strategy [1], today the transport industry of Ukraine as a whole satisfies only the basic needs of the population and the economy in terms of volume, but not in quality. The current state of the transport industry does not fully meet the requirements for the effective implementation of Ukraine’s European integration course and the integration of the national transport network into the Trans-European Transport Network.
The introduction of state supervision over the quality of public passenger transport services will contribute to the gradual integration of Ukraine into the EU internal market not only by improving the quality of public transport services in transport, but also by effectively implementing administrative reform, combating corruption, transparency of decision-making, clear delineation of functions and distribution of powers between executive authorities and business entities, ensuring the creation of equal conditions for the provision of public transport services transport services.
In order to implement effective state supervision over the quality of public passenger transport services, in accordance with the provisions of the Strategy, it is necessary to develop and implement a mechanism of market surveillance (control) over the quality of their provision on the basis of the requirements of standards that establish criteria for the quality of public passenger transport services.
State supervision over the quality of public passenger transport services will contribute to the approximation of the requirements of the transport legislation of Ukraine to the requirements of the EU.
