GUARANTEES FOR THE PROTECTION OF THE RIGHTS OF PERSONS WITH LIMITED MOBILITY AND PERSONS WITH DISABILITIES DURING THE PROVISION OF PUBLIC PASSENGER TRANSPORT SERVICES, AS PROVIDED FOR BY THE REQUIREMENTS OF EUROPEAN LEGISLATION

Abstract. This article analyzes the requirements of European legislation and the application of European practices regard-ing the provision of equal rights and accessibility for persons with limited mobility and persons with disabilities. A list of persons who are classified as persons with limited mobility is provided. Four main issues that can influence the provision of guarantees for the protection of the rights of persons with reduced mobility and persons with disabilities are considered: accessibility, training, responsibility and interaction. A list of direct assistance that should be provided to persons with disa-bilities and persons with limited mobility at bus stations and on buses during transportation is provided. Information re-garding the minimum requirements for the training of drivers and bus station staff has been provided. An analysis of Ukrain-ian legislation on issues of inclusivity and accessibility has been conducted. The main issues regarding the provision of pas-senger transportation services for persons with disabilities and the key reasons for their occurrence are highlighted. Planned changes in Ukrainian legislation, which are expected to bring positive changes in the issue of inclusivity and accessibility, have been announced. The issue of passenger insurance during transportation within the territory of Ukraine is discussed. As one of the ways to further improve the level of services for persons with disabilities and persons with limited mobility, it is proposed to implement the digitalization of ticket purchasing services for persons with disabilities and persons with limited mobility.
