СТВОРЕННЯ ТА ЕВОЛЮЦІЯ СИСТЕМИ ПЕРЕВІРКИ
ВІДПОВІДНОСТІ ТРАНСПОРТНИХ ЗАСОБІВ ВИМОГАМ
НАСТАНОВИ ЄКМТ ТА УГОДИ ООН 1997 РОКУ

Анотація. Досліджено створення і розвиток в Європі Cистеми перевірки відповідності вантажних колісних транспортних засобів (далі – КТЗ) вимогам Резолюцій/Настанов ЄКМТ в рамках багатосторонньої квоти ЄКМТ.
Визначено основні етапи розвитку Системи створенням/запровадженням:
– концепції “green lorry” для вантажівок, що відповідали нормам ЄВРО I;
– процедури перевірки придатності КТЗ до експлуатації;
– уповноваження органів для перевірки КТЗ та видання ЄКМТ-сертифікатів;
– правових актів ЄКМТ, які визначили правила для учасників ринку, вимоги до КТЗ та адміністративні процедури – Настанов користувачів багатосторонньої квоти ЄКМТ -2001, -2005, -2014, -2022 та -2026;
– технічних та екологічних вимог до КТЗ від «особливо зелених і безпечних» до «ЄВРО VI/6 безпечних» КТЗ.
Запропоновано нові дефініції “ЄКМТ-класифікація КТЗ” та “ЄКМТ-категорія КТЗ” для класифікації КТЗ в рамках квоти ЄКМТ, залежно від технічних та екологічних властивостей.
Досліджено основні кроки зі створення в Україні Cистеми перевірки КТЗ, зокрема, призначення в 1999 Атестаційної служби, в 2009 Центру технічного огляду, розвиток мережі лабораторій з 2006, консолідацію Системи перевірки КТЗ з міжнародним технічним оглядом за Угодою ООН 1997, впровадження моніторингу процесу перевірок та сучасних інформаційних технологій. Авторами завершується розроблення двох стандартів, які удосконалять нормативне забезпечення Системи. Окреслено шляхи підвищення ефективності та прозорості Системи, впровадження нової Настанови (2026).
