СИСТЕМА ДОСТУПУ ДО РИНКУ АВТОМОБІЛЬНИХ
ПЕРЕВЕЗЕНЬ В ЄВРОПЕЙСЬКОМУ СОЮЗІ
Анотація. Викладено систему регулювання доступу на ринок автомобільних перевезень Європейського Союзу. Описано загальні принципи європейського законодавчого регулювання. Розглянуто основні вимоги до ав-томобільного перевізника, історію питання за 20 років: посилення вимог до перевізника через Директиви 96/26/ЄС, Регламент 1071/2009/ЄС, Регламент 2020/1055/ЄС та низку інших регламентів. Описано основні ви-моги до бездоганної ділової репутації, до фінансового стану та професійної компетентності перевізника. Опи-сані методи класифікації ризику автотранспортного підприємства.
Наведено історію законодавчих ініціатив щодо імплементації європейського законодавства з регулювання ринку автомобільних перевезень в Україні. Визначено перелік нормативно-правових актів, які необхідно розро-бити для впровадження системи доступу на ринок автомобільних перевезень в Україні.
