EUROPEAN SYSTEM OF WHEELED VEHICLE COMPLIANCE WITH THE SAFETY REQUIREMENTS FOR THEIR LIFE CYCLE

Abstract. The impact of the basic EU documents and global agreements concerning the wheeled vehicles’ life cycle is analyzed, as well as the relevant acts of Ukrainian legislation are reviewed. The performed researches show that: 1) to regulate the wheeled vehicle life cycle at the state level, it is necessary to develop and approve a single Concept for technical and administrative requirements and processes regarding the life cycle of wheeled vehicles on the basis of the acquis EU and the legislation of Ukraine; 2) in order to ensure the wheeled vehicle life cycle, it is necessary to consistently determine the legal norms of the directly applicable laws, the competencies of the central executive bodies to develop the relevant regulations. Several recommendations are provided regarding the major documents that need to be developed in the legislation of Ukraine. Using these recommendations to develop the legislation of Ukraine would help to improve the environmental situation in terms of reducing harmful emissions from vehicles, reusing, recycling, or recovering the end-of-life motor vehicles and their components. Due to the direct links to acquis EU, in particular to a number of its translations into Ukrainian, accessible on the website of the SE SRTRI, the article could be used also as a background paper.
