OPEN RESEARCH DATA POLICY
1. GENERAL PROVISIONS
1.1. The Ukrainian Highway Journal (hereinafter referred to as the Journal) adheres to the principles of open science and promotes the open dissemination of research data used in the preparation and substantiation of the results of scientific publications.
1.2. This Policy describes the basic requirements and recommendations for the management, storage and publication of research data in accordance with the FAIR principles (Findable, Accessible, Interoperable, Reusable).
1.3. The Policy has been developed taking into account international standards and recommendations in the field of open science, in particular European Open Science Cloud (EOSC), OpenAIRE, FORCE11, Plan S and Committee on Publication Ethics (COPE).
2. KEY TERMS
2.1. Research data – any information, materials or sets of information used to obtain, confirm or verify the results of scientific research. These may include statistical data, survey results, databases, documents, interviews, analytical tables, program codes, data processing scripts and other materials.
2.2. Metadata – a structured description of a data set, containing information about its name, authors, date of creation, collection methodology, format, keywords, licensing terms and other information necessary for identification and reuse of the data.
2.3. The FAIR principles provide that data should be:
a) Findable – provided with a unique persistent identifier (DOI), described by high-quality metadata and available for indexing by search engines;
b) Accessible – accessible via open standardized data transfer protocols (HTTP, HTTPS), while metadata remains open even if access to the data set itself is restricted;
c) Interoperable – presented in open and generally accepted formats suitable for use by different information systems and software;
d) Reusable – accompanied by clear license terms, information about the origin of the data and a description of the methods for obtaining them.
3. REQUIREMENTS AND RECOMMENDATIONS FOR AUTHORS
3.1. Authors are encouraged to place the research data underlying the research results in open repositories in compliance with the FAIR principles. For articles containing empirical or quantitative data, this practice is especially desirable.
3.2. Manuscripts containing research results based on empirical data should include a Data Availability Statement stating one of the following:
a) “The data set is available in the repository [name] at [URL or DOI]”;
b) “The data can be provided by the authors upon reasonable request”;
c) “The data are not subject to open publication due to [reasonable reason]”;
d) “No new empirical data were generated as part of this study.”
3.3. If a separate data set is available, the editorial board recommends indicating its DOI or other permanent identifier in the article metadata and relevant registers of scientific publications.
3.4. Authors are obliged to ensure proper depersonalization of data containing personal information in accordance with the requirements of Ukrainian legislation and international standards on personal data protection, including GDPR.
4. RECOMMENDED REPOSITORIES FOR DATA LOCATION
4.1. For the storage and dissemination of research data, it is recommended to use reliable multidisciplinary repositories that support DOI assignment and comply with the FAIR principles, in particular:
– Zenodo (https://zenodo.org);
– supported by CERN, assigns DOIs;
– OSF (Open Science Framework) (https://osf.io);
– Figshare (https://figshare.com).
4.2. The use of institutional or national repositories is allowed, provided that they ensure long-term data storage, support the FAIR principles and provide permanent identifiers.
4.4. To search and verify repositories, it is recommended to use the international registry of certified data repositories re3data (https://www.re3data.org).
5. LICENSING OF RESEARCH DATA
5.1. The journal recommends the use of open licenses that provide the broadest possible opportunities for data reuse, in particular:
– Creative Commons CC0 1.0;
– Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International (CC BY-NC-SA 4.0).
5.2. Licenses that impose additional restrictions on data use (NC, ND, SA) are not recommended, as they may complicate data reuse and integration into further research.
6. RESPONSIBILITY
6.1. Authors are fully responsible for the reliability, integrity, completeness and legality of the dissemination of research data.
6.2. In cases of detection of unreliable data, their falsification or violation of the rights of third parties, the editorial board applies the procedures stipulated in the Publication Ethics Policy and the procedure for withdrawal (retraction) of scientific publications.
This Policy is approved by the Editorial Board of the Journal and comes into force from the moment of its publication on the official website of the Journal.
