ON ISSUES OF ENERGY AND ENVIRONMENTAL SECURITY IN TRANSPORT UNDER WARTIME CONDITIONS

Abstract. The issues of environmental and energy safety and security are closely interconnected, and this can be clearly seen in the example of transport. Energy and environmental security are often considered in a broader context, in relation to various aspects of societal life as a whole and its separate social groups, with significant attention given to the economic, social, environmental, and other interests, as well as the corresponding rights of different stakeholders. When considering energy-environmental security for the transport sector in terms of the implementation of economic and social interests, or the impact on such interests, it is important to focus on the processes (in the broadest sense) of production, supply, and use of energy resources: different types of motor fuel and energy for propelling transport vehicles. While the societal groups directly involved in the production and supply of energy carriers for transport are relatively small, the groups that use these energy carriers (i.e., transport companies, entrepreneurs, individuals) are much larger. A vivid example of contradictions in the issue of energy-environmental security is that the circle of people whose environmental interests and rights (in particular, the right to a pollution-free environment) may be violated by the use of energy resources in transport is extremely broad – practically, it includes the entire population that breathes polluted air in urban areas. It is undeniable that the issue of energy-environmental security (particularly in the transport sector) is an integral part of national security; this is especially relevant in times of war.
