ANALYSIS OF THE STATE OF ROAD SAFETY IN UKRAINE IN THE CONTEXT OF THE IMPLEMENTATION OF THE STRATEGY FOR IMPROVING THE LEVEL OF ROAD SAFETY

Abstract. The article presents a study of the current state of road safety in Ukraine in the context of implementing strategies aimed at improving road traffic safety. Priorities, prospects, and benchmarks for ensuring an appropriate level of road safety in Ukraine have been identified. The current state of road safety in Ukraine is examined through the lens of national strategic documents in this field. Key regulatory acts are analyzed, including the Road Safety Improvement Strategy and related gov-ernment programs. The article also outlines the main causes of accidents and fatalities resulting from road traffic accidents in Ukraine, such as speeding, violations of vehicle maneuvering rules, failure to comply with intersection and pedestrian crossing regulations, insufficient following distance, and driving under the influence of alcohol. Based on statistical data for the period 2014–2024, the dynamics of road traffic injuries are revealed, and key performance indicators for the implementation of road safety measures are assessed. The main problems and factors contributing to the high accident rate on Ukrainian roads are identified. The necessity of improving the road safety management system, modernizing infrastructure, strengthening traffic law enforcement, and introducing modern technologies is emphasized. A set of priority measures is proposed to be considered in the new Road Safety Strategy for the next decade to help form a safer road environment. One of the main problems high-lighted is the unsatisfactory condition of the road network, both at the national and local levels. Based on an analysis of the current situation in Ukraine, a range of effective measures has been developed to improve road safety, including the develop-ment of road infrastructure, use of technically sound vehicles, stricter enforcement of traffic regulations, development of public transport, and the adoption of innovative solutions.
